北京市、辽宁省、吉林省、上海市、浙江省、安徽省、江西省、山东省、湖北省、湖南省、广东省、重庆市、云南省财政厅（局）、科技厅（委）：
根据国务院关于“节能减排”、“加强节油节电工作”和“着力突破制约产业转型升级的重要关键技术，精心培育一批战略性产业”战略决策精神，为扩大汽车消费，加快汽车产业结构调整，推动节能与新能源汽车产业化，财政部、科技部决定，在北京、上海、重庆、长春、大连、杭州、济南、武汉、深圳、合肥、长沙、昆明、南昌等13个城市开展节能与新能源汽车示范推广试点工作，以财政政策鼓励在公交、出租、公务、环卫和邮政等公共服务领域率先推广使用节能与新能源汽车，对推广使用单位购买节能与新能源汽车给予补助。其中，中央财政重点对购置节能与新能源汽车给予补助，地方财政重点对相关配套设施建设及维护保养给予补助。为加强财政资金管理，提高资金使用效益，我们制定了《节能与新能源汽车示范推广财政补助资金管理暂行办法》，现印发给你们，请遵照执行。
为保证试点工作的顺利进行，各试点省（市）财政部门要会同科技主管部门等切实加强组织领导，依据本通知及财政部、科技部有关文件规定，抓紧制定节能与新能源汽车示范推广实施方案报财政部、科技部。同时，试点城市要跟踪节能与新能源汽车示范运行情况，定期将实际节能效果、财政补助资金安排使用情况以及试点工作中发现的问题函告财政部、科技部。
