南宁将被打造成东盟自由贸易区的平台。也就是现在的“柬、文、印、菲、缅、
越、老、新、马、泰”，加上中国，形成东盟十加一。现在的东盟就人口来说，是十八个亿，是世界最大的经济联盟，有着最广阔的市场前景，消费市场很大。南宁在郎东新区建立了东盟自由贸易区商务区，各个国家在那里建立了商务办公室和领事馆，南宁成为东盟黄金走廊的起点，是一个镀了金的城市。

国家大力支持北部湾经济区开放发展，明确给予五大方面的政策支持：
（一）是综合配套改革方面的政策支持。《规划》提出要大胆试验，开拓创新，推进行政治理体制、市场体系、土地治理制度等综合配套改革，加快转变政府职能，创新经济区治理模式，深化投融资体制改革加大港口等资源整合力度等。

（四）是在金融改革方面的政策支持。国家支持在北部湾地区设立地方性银行，探索设立产业投资基金和创业投资企业，扩大企业债券发行规模，支持符合条件的企业发行企业债券。
（五）是在开放合作方面的政策支持。国家支持北部湾经济区发挥开放合作示范作用，推动泛北部湾经济合作成为中国－东盟合作框架下新的次区域合作，建立和完善开放合作机制，加快实施合作项目。

1、外交权：南宁的一个市长可以和东盟的国家元首谈判。
2、土地使用权：在南宁的郎东一带，要建设一个新的南宁市区，面积和南宁老城区差不多，东盟十国都在这个区域内建立自己商务区和领事馆。
3、政策制定权：南宁可以制定本地政策，只要不和国家法律冲突，政策很优惠和宽松。
